Lone wolves can just....flit....between territories. They don't have to ask pack leaders to go in the territory, as they're not staying there permanently. However, as it is not their territory, they have to expect to be chased out by the pack wolves, unless they decide to work for their keep. They owe their alliance to no pack, and they don't have a territory anywhere.
