El'Duga's Temple and Paradise Stream aren't available as territories, as they aren't suitable as permanent residences. All Territory Leaders must uphold their responsibilities, and be active, if they wish to keep their positions. Responsibilities are posted in the Claim-A-Territory forum, along with the list of territory leaders. All other info you need is posted in there as well.
